Paul Stimers is a Washington, D.C., attorney and a member of Holland & Knight's Public Policy & Regulation Group. Mr. Stimers focuses his policy advocacy efforts on matters related to emerging technologies such as quantum technology, artificial intelligence (AI), and commercial spaceflight, and advises a wide range of companies and industry associations in pursuing legislation and representing their interests before Congress and federal agencies.Mr. Stimers founded and leads the Quantum Industry Coalition, a group of quantum computing, communications and cryptography companies working to advance U.S. quantum leadership. The coalition has been active in U.S. quantum policy since 2017. Mr. Stimers holds a B.A. from the University of Washington, a J.D. from Harvard Law School, and an M.P.A. from Harvard’s Kennedy School of Government.

Jim Cook is CEO of Actions to Impact Strategies. Jim recently served as VP for strategic engagement, partnerships, and government relations with the MITRE Corporation. He serves on the Potomac Quantum Innovation Center (PQIC) Steering Committee, where he chairs the Quantum Policy and Ethics Center. He also serves on the DMV Regional Congress, a multi-sector regional governance body providing strategic guidance to regional economic development and equity initiatives. Jim has a long history working in the innovation arena, including being a founding member and current chair of the ACT-IAC Institute for Innovation. He currently serves business and government leaders as an independent strategic adviser on innovation opportunities, partnerships, and technology and research and development policy. He advises leaders and their organizations on strategies and actionable plans to adopt solutions that deliver mission outcomes.

La Vida Cooper is the Dep. Prog. Manager of Strategic Initiatives and Executive Director of DC-QNET at NASA Goddard Space Flight Center.
