"Post-Quantum Migration Report to the U.S. Congress" panel occurred during the Government & Security breakout track at Quantum World Congress 2024 featuring: Dylan Presman, White House Office of the National Cyber Director; Nicholas Polk, White House Office of Management and Budget; and Matthew Scholl, National Institute of Standards and Technology (NIST).
Dylan Presman serves as Director for Budget and Assessment in the Office of the National Cyber Director (ONCD). Mr. Presman is responsible for budget oversight and assessment across the federal enterprise. Dylan has worked for the U.S. government for 20+ years and served under five Presidents (Clinton, Bush, Obama, Trump, and Biden) at three different federal departments (U.S. Department of Justice, U.S. Department of Education, and U.S. Department of Homeland Security) as well as having worked in the U.S. Senate. Prior to joining ONCD, Dylan served as Budget Director for the Cybersecurity and Infrastructure Security Agency within the U.S. Department of Homeland Security where he oversaw the formulation and execution of the agency’s $2.5 billion budget. Dylan joined DHS in May 2009, working initially in the Budget Division in the Office of the Chief Financial Officer before moving over to CISA in 2017. Previously, Dylan worked as a budget analyst at the U.S. Departments of Education and as a program manager at the U.S. Department of Justice. Dylan earned a B.A. in Middle Eastern Affairs from the University of Durham, a Masters of Science in Government Leadership from the National Defense University and a Masters in Public Policy from UCLA.
Nicholas Polk is the Branch Director for Federal Cybersecurity in the Office of Management and Budget where he oversees the team developing cybersecurity policy for executive branch departments and agencies. Previously, Nick worked in the office of the Department of Defense Chief Information Officer focusing on the cyber assurance of Weapon Systems and Critical Infrastructure. In this role, he helped establish the DoD Strategic Cybersecurity Program, the NSA Cyber Collaboration Center, and the DoD Zero Trust Portfolio Management Office. Nick has also served on the National Security Council Staff, the Cybersecurity and Infrastructure Security Agency, and Office of the Undersecretary of Defense for Policy. Prior to entering the Federal Government, Nick was an English Literature and English as a Second Language teacher at a second chance high school in Houston, Texas.
Matthew Scholl is the Chief of the Computer Security Division in the Information Technology Laboratory at the National Institute of Standards and Technology (NIST). His responsibilities include Cryptographic Standards used by the US Government and the Nation as well as internationally by allies and NATO partners. He is also responsible for Cybersecurity Research and Development at NIST, as well as Cybersecurity Standards and Guidelines used for Federal Agency Security Programs. He leads NIST participation with Cybersecurity in many National and Internationals Standards Development Organizations (SDOs) and leads NIST work in cybersecurity conformance and testing programs used worldwide. Mr. Scholl is a US Army veteran and has a Masters in Information Systems from the University Of Maryland and a Bachelors Degree from the University of Richmond.
