Dr. Peter Highnam, Chief Strategy Officer, Office of Under Secretary of Defense for Research and Engineering for the U.S., welcomed attendees to Day 1 of the general session at Quantum World Congress 2023.

Dr. Peter Highnam is the Chief Strategy Officer in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) and Principal Deputy Assistant Secretary of Defense for the Office of the Assistant Secretary of Defense for Critical Technologies. (OASD(CT)). He has decades of professional experience in federal service and the private sector. He has served in research leadership positions in national security (DARPA, IARPA, NGA), in public health (NIH, BARDA), and industry (Schlumberger). He holds a doctorate in Computer Science from Carnegie Mellon University.
